v 19.5 is advertised as a 'Software Update'.

There are 2 different issues. One is the numbering schema as Wim noted in the link from Torsten - the other one seems to be an issue with a 'part' in 19.5  
Klemens from the 'FileMaker Magazin' mentioned that customers who are running into that issue should contact Claris

Link to that thread in German; Otmar mentioned a work-around
