It’s always rolled out to different zones on a schedule. I don’t know what the schedule is but in New Zealand we claim it’s reverse sort to put USA first and Asia/Pacific last 😉

in times of AI it should be expected that the server admin pop-up for the update is in sync with availability or should it? jk

Staged availability.

it may take a while until it shows up for everyone with CDN.  
And in-app update may come in a week or so.

When I upload plugins, then put out blog post, wait a bit, then mailing list, wait a few days, then announcements to users. Just to be able to pull the plug if something goes wrong with the new version.
