Yes...Open Source! 
I don't think the article is actually saying that, but using software not controlled by some company who relies on license fees is actually quite liberating. Using Open Source development tools is what most of my development has looked like for 20+ years.

Open-source has a big and important place. Is it possible to open-source all software? This may not be the case.
Example: solutions we build for customers mostly remain closed-source because they have customer-specific processes and know-how built inside. Things customers may not want to see out and open to everyone.
These solutions may well be built with open-source tools.
